The Proposed Program Effectiveness Based on Linguistic Measuring the Learning of Arabic Language Skills Assessments for Non-Native Speakers in Some Malaysian Universities First Year (Reading and Writing Skills as a Model): A Descriptive Analytical Field Study

This study's issue lies in how to develop the reality of teaching Arabic to non-native speakers. It needs to reconsider the method, means, and programs aimed at teaching Arabic, due to the rapid scientific and cognitive development. we see that the importance of this research lies in the fact that the interest in tests of standards for learning Arabic language skills helps measure students' progress in reading and writing skills. The study aims to reveal the reasons for the weakness of non-native students in reading and writing skills, as well as reveal the means and methods that help teach Arabic to them, especially in the two skills mentioned. The study also seeks to achieve important objectives, including identifying tests and linguistic measurement methods in determining and measuring reading and writing skills in this special group. Additionally, this current research may benefit those in charge of preparing curricula for teaching Arabic to non-native speakers in how to prepare, plan, and design appropriate educational programs for them, as well as assisting teachers in different educational stages in providing students with appropriate teaching skills to learn Arabic and apply it in daily life. The research will adopt the descriptive analytical approach, by describing the current situation in teaching and knowing the requirements of effective education that encourages students to self-learn and then analyzing the reality in force. The study will conduct a field study to verify the mechanisms, tools, and weaknesses of students, and then propose appropriate effective measures to reach the hoped. We will experiment with some appropriate mechanisms and tools that contribute to activating the role of students in education and directing them to learn language skills in modern ways suitable for them. The study comes at the forefront of three sections: the first section: the study literature review, the problem of research, its importance and objectives, etc. The second section: the statement of the theoretical framework, the statement of the causes of weakness and learning difficulties, etc. The third section: clarifies the procedures of the field study. The fourth section: is the statistical study, its results and analysis, and then the conclusion that includes the general results and recommendations. Among the expected results of this study is that it will achieve the desired goals of developing the teaching of reading and writing skills by applying the appropriate methods through which the learning process can be facilitated; the introduction of science and technology methods, which allow the individual to keep pace with this development; that students will benefit in the application of measuring the learning of Arabic language skills, especially the skill of reading and writing, and that this study will provide a development in learning these two skills and can be used in teaching non-Arabic speaking students and achieving the desired hopes.
