In recent years, the sharing economy has shown a rapid development trend in the global scope, and the market scale continues to expand. In the early stage of development, due to the excessive influx of capital, problems such as blind expansion and fierce market competition have arisen in some areas of shared economy, which have led to difficulties in operation or even bankruptcy of some enterprises, and the problem of inadequate supervision has become the core problem hindering the development of shared economy. Therefore, this paper focuses on the perspective of collaborative governance, and clarifies the roles and complex interests of the government and the ride-hailing platform in the regulation of the ride-hailing market under the assumption of bounded rationality. Based on the evolutionary game theory, the payment matrix of the evolutionary game is established, the replicated dynamic equation of the two stakeholders is constructed, the evolutionary stable strategy is analyzed, and the evolutionary path is simulated by Matlab.
